Similar lockstep plans for these zones are being developed at the city (municipal) level of government throughout the West: focus on complete neighborhoods premised on mixed use (residential and commercial), high density living, and emphasis on walking, bicycling, car pools via automated self-driving vehicles, and EV public transportation. There is minimal mention in the plans of the vast technology used in these zones including artificial intelligence, mass sensors, biometric surveillance, and digitalization. (We have already looked at plans for zones in Cleveland, Ohio, USA and Edmonton, Alberta, Canada.)
Portland, Oregon, USA is another city in the planned stage of 15 minute confinement zones. In 2009, Portland announced plans for the 20 minute city. Now in 2024, there is no mention of a 20 or 15 minute city despite the obvious connection to them.
The Portland plan focuses "centers", which act as "complete neighborhoods." In the plan, the model urban center is referred to as a "living laboratory".
A number of centers are mentioned including city center, regional centers, town centers, and neighborhood centers (as displayed in the two maps below).
The plan emphasizes high density living up to 87 residential units per acre.
Walking, bicycling, automated self-driving vehicles, EV public transportation are prioritized in order of priority. Car ownership is discouraged through lack priority, financial penalties, and diminished infrastructure.
The Climate Change narrative is used to justify the restrictions on people's freedoms and privacy.
With digital twinning of the confinement zones and the people in them, the authorities will have nearly 100% control.
Literally, people are being herded and confined, and their food consumption will be restricted to lab food, and insect and plant based.
Universal Basic Income or equivalent will compensate for the mass job loss due to artificial intelligence, and thereby create a mass of people dependent on state handouts while herded, confined in the zones....
